* WHAT...Urban and small stream flooding caused by excessive rainfall continues. * WHERE...A portion of western Texas, including the following county, El Paso. * WHEN...Until 515 PM MDT. * IMPACTS...Minor flooding in low-lying and poor drainage areas. Rises in small streams and normally dry arroyos. Water over roadways. Overflowing poor drainage areas. Ponding of water in urban or other areas is occurring or is imminent. * ADDITIONAL DETAILS... - At 426 PM MDT, Doppler radar indicated heavy rain due to thunderstorms. This will cause urban and small stream flooding. Between 0.5 and 1 inch of rain has fallen. - Some locations that may experience flooding include... Central El Paso, East El Paso, Mission Valley and Fort Bliss. - http://www.weather.gov/safety/flood
Instruction: 
Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles.
