Description: 
* WHAT...Flooding caused by excessive rainfall is expected. * WHERE...A portion of the Panhandle of Texas, including the following counties, Hemphill and Lipscomb. * WHEN...Until 900 PM CDT. * IMPACTS...Minor flooding in low-lying and poor drainage areas. Rises in small streams and normally dry arroyos. Water over roadways. * ADDITIONAL DETAILS... - At 555 PM CDT, Doppler radar indicated heavy rain due to thunderstorms. Minor flooding is ongoing or expected to begin shortly in the advisory area. Between 1 and 2 inches of rain have fallen. - Area has recently received heavy rainfall over the last three days and may be more prone to flooding. - Some locations that will experience flooding include... Lipscomb, Canadian, Follett, Higgins, Darrouzett, Glazier and Lake Marvin. - http://www.weather.gov/safety/flood
Instruction: 
Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Stay away or be swept away. River banks and culverts can become unstable and unsafe. Remain alert for flooding even in locations not receiving rain. Arroyos, streams, and rivers can become raging killer currents in a matter of minutes, even from distant rainfall.
