Description:
At 232 PM EDT, local law enforcement reported ongoing flash flooding
near Empire, Ohio. Between 1 and 3 inches of rain have fallen. Flash
flooding is ongoing or expected to begin shortly.
HAZARD...Flash flooding caused by thunderstorms.
SOURCE...Law enforcement reported.
IMPACT...Flash flooding of small creeks and streams, urban areas,
highways, streets and underpasses as well as other poor
drainage and low-lying areas.

Weirton, Steubenville, Wellsburg, Toronto, Wintersville, Mingo
Junction, Follansbee, Hooverson Heights, Chester, New Cumberland,
Smithfield, Newell, Brilliant, Richmond, New Manchester, Empire and
Stratton.
Instruction:
Turn around, don't drown when encountering flooded roads. Most flood
deaths occur in vehicles.
