* WHAT...Flooding caused by earlier excessive rainfall is expected. * WHERE...Southeastern Franklin County in south central Nebraska... Webster County in south central Nebraska... * WHEN...Until 900 PM CDT Thursday. * IMPACTS...Minor flooding in low-lying and poor drainage areas. * ADDITIONAL DETAILS... - At 1143 AM CDT, various rainfall observations, automated river gauges, and ground-truth reports from observers indicated that at least 3 to 5 inches of rain had fallen within the area mainly over the last 24 hours, resulting in continued minor flooding along area creeks and rivers, and some rural roads.
