7 to 8 seconds.
* WHERE...All areas.
* WHEN...Until 5 AM PDT Thursday.
* IMPACTS...Gusty winds and/or steep seas could capsize or
damage smaller vessels.

Inexperienced mariners and those operating smaller vessels should
