Description: 
* WHAT...Flooding caused by excessive rainfall is expected. * WHERE...A portion of southeast Kentucky, including the following counties, Floyd and Pike. * WHEN...Until 615 PM EDT. * IMPACTS...Minor flooding in low-lying and poor drainage areas. * ADDITIONAL DETAILS... - At 411 PM EDT, Doppler radar indicated heavy rain due to slow-moving showers and thunderstorms. Minor flooding is ongoing or expected to begin shortly in the advisory area. Between 1 and 1.5 inches of rain have fallen across the hardest hit areas. - Additional rainfall amounts up to 1 inch are expected over the area. Excessive runoff will cause minor flooding of small creeks and streams, roads, and roadside culverts. - Some locations that will experience flooding include... Prestonsburg, Coal Run Village, Martin, Allen, Meta, Zebulon, Kimper, Gulnare, Mcandrews, Betsy Layne, Justell, Ivel, Dana, Banner, Alvin, Emma, Coleman, Allen City, Dwale and Arkansas.
Instruction: 
Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles.
