* WHAT...Flooding caused by excessive rainfall continues. * WHERE...A portion of southeast Kentucky, including the following county, Harlan. * WHEN...Until 430 AM EDT. * IMPACTS...Minor flooding in low-lying and poor drainage areas. * ADDITIONAL DETAILS... - At 252 AM EDT, Doppler radar indicated heavy rain. Minor flooding is ongoing or expected to begin shortly in the advisory area. - Some locations that will experience flooding include... Harlan, Cumberland, Loyall, Evarts, Lynch, Benham, Wallins Creek, Kildav, Verda, Bailey Creek, Darkmont, Ages, Kenvir, Short Town, Putney, Coxton, Black Mountain, Colts, Shields and Nolansburg.
Instruction: 
Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles.
