* WHAT...Flooding caused by excessive rainfall continues. * WHERE...A portion of southeast Kentucky, including the following counties, Bell, Harlan, Leslie and Letcher. * WHEN...Until midnight EDT tonight. * IMPACTS...Minor flooding in low-lying and poor drainage areas. * ADDITIONAL DETAILS... - At 1052 PM EDT, Doppler radar indicated heavy rain. Minor flooding is ongoing or expected to begin shortly in the advisory area. - Some locations that will experience flooding include... Harlan, Pineville, Middlesboro, Cumberland, Loyall, Evarts, Lynch, Benham, Wallins Creek, Kentenia, Coldiron, Pathfork, Tremont, White Star, Molus, Tacky Town, Liggett, Black Snake, Teetersville and Mary Alice.
Instruction: 
Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Be especially cautious at night when it is harder to recognize the dangers of flooding.
