Description: 
At 920 PM EDT, Doppler radar indicated thunderstorms producing heavy rain across the warned area. Between 1 and 2 inches of rain have fallen. Additional rainfall amounts up to 0.5 inches are possible in the warned area. Flash flooding is ongoing or expected to begin shortly. HAZARD...Flash flooding caused by thunderstorms. SOURCE...Radar. IMPACT...Flooding of small creeks and streams, urban areas, highways, streets, and underpasses as well as other drainage and low lying areas. Some locations that may experience flash flooding include... Wilmington, Chester, Pennsville, Carneys Point, Elsmere, New Castle, Penns Grove, Swedesboro, Newport, Arden, Delaware Memorial Bridge and Talleyville. This includes the following highways... Interstate 295 in New Jersey between mile markers 0 and 14. New Jersey Turnpike near exit 2. Interstate 95 in Pennsylvania between mile markers 0 and 5. Interstate 95 in Delaware between mile markers 9 and 23.
Instruction: 
Turn around...don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Be especially cautious at night when it is harder to recognize the dangers of flooding.
