Description: 
At 431 PM MDT, Doppler radar indicated thunderstorms which produced heavy rain across the warned area have ended. Between 1 and 3 inches of rain have fallen. Flooding impacts will continue, but no additional rainfall is expected at this time. Flash flooding will continue until the water has a chance to recede. HAZARD...Flash flooding caused by thunderstorms. SOURCE...Radar indicated. IMPACT...Flash flooding of small creeks and streams, rural roads and normally dry washes, as well as other poor drainage and low-lying areas. Some locations that will experience flash flooding include... Victor. This includes the following streams and drainages... West Beaver Creek, Middle Beaver Creek, Wilson Creek and Bison Creek their tributaries.
Instruction: 
Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles.
