* WHAT...West winds 15 to 25 mph with gusts up to 35 mph expected.
* WHERE...Kern River Valley including Lake Isabella
* WHEN...Until 11 PM PDT Sunday.
* IMPACTS...Strong winds and rough waves on area lakes will create
hazardous conditions for small craft.
* ADDITIONAL DETAILS...Highways impacted include State Routes 155 and
178.
