Grand River near Sumner affecting Livingston, Linn, Chariton and Carroll Counties. * WHAT...Minor flooding is occurring and moderate flooding is forecast. * WHERE...Grand River near Sumner. * WHEN...Until late Thursday night. * ADDITIONAL DETAILS... - At 11:45 AM CDT Sunday the stage was 27.3 feet. - Bankfull stage is 23.0 feet. - Forecast...The river is expected to rise to a crest of 34.9 feet tomorrow evening.
