Grand River near Sumner affecting Linn, Livingston, Carroll and Chariton Counties. * WHAT...Moderate flooding is forecast. * WHERE...Grand River near Sumner. * WHEN...From this afternoon to Wednesday morning. * IMPACTS...At 28.0 feet, rural roads are under water. * ADDITIONAL DETAILS... - At 3:45 AM CDT Sunday the stage was 8.5 feet. - Bankfull stage is 23.0 feet. - Forecast...The river is expected to rise above flood stage this afternoon to a crest of 31.6 feet just after midnight tonight.
