* WHAT...Flash flooding caused by excessive rainfall is possible. * WHERE...Portions of north central Kansas, including the following counties, Jewell, Mitchell, Osborne, Phillips, Rooks and Smith and south central Nebraska, including the following counties, Franklin, Furnas, Harlan and Webster. * WHEN...From 3 PM this afternoon to 10 PM CDT this evening. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations. * ADDITIONAL DETAILS... - Slow-moving thunderstorms with rainfall rates over 2 inches per hour are expected to track across far southern Nebraska and north central Kansas this afternoon and evening.
