* WHAT...Flooding caused by excessive rainfall overnight * WHERE...A portion of northeast Kansas, including the following county, Jefferson. * WHEN...Until 645 PM CDT Friday. * IMPACTS...Flooding of the Delaware River across northern Jefferson County * ADDITIONAL DETAILS... - At 1031 AM CDT, the delaware river was flooding.Doppler radar indicated that heavy that heavy rainfall had fallen across Brown and Doniphan Counties overnight. The runoff from the heavy rainfall will cause the Delaware River to flood across northern Jefferson County. - Some locations that will experience flooding include... Valley Falls and Ozawkie.
Instruction: 
Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles.
