In east central Illinois, Clark, Coles, Cumberland, Douglas, Edgar and Moultrie. In southeast Illinois, Clay, Crawford, Effingham, Jasper, Lawrence and Richland. * WHEN...Until 10 PM CDT this evening. * IMPACTS...Excessive runoff may result in flooding of rivers, creeks, streams, and other low-lying and flood-prone locations.
