Instruction:
People should remain in a designated shelter or in a sturdy and reinforced concrete building. Due to the size and slow movement of the storm, tropical storm force winds will be slow to subside, potentially beginning to fall below damaging levels this morning. according to the latest forecast from the Joint Typhoon Warning Center. Even when winds start to decrease, remain indoors until the government of Guam gives the "all clear".
