Description: 
* WHAT...Flooding caused by excessive rainfall is expected. * WHERE...Along Rio Blanco in Naguabo. * WHEN...Until 100 PM AST. * IMPACTS...Streams continue to rise due to excess runoff from earlier rainfall. Low-water crossings are inundated with water and may not be passable. * ADDITIONAL DETAILS... - At 702 AM AST, USGS gauge reports indicated that Rio Blanco is in minor flood stage. Flooding is ongoing in the warned area. Between 1 and 2 inches of rain have fallen. - Additional rainfall amounts of 1 to 2 inches are possible in the warned area. - Rio Blanco out of its banks causing flooding along low lying areas. Affected roads: PR-191 and PR-31 in the the exit 22 toward the highway.
Instruction: 
Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles.
