* WHAT...Flooding caused by excessive rainfall is expected. * WHERE...Along Rio Blanco in Naguabo. * WHEN...Until 1030 AM AST. * IMPACTS...Streams continue to rise due to excess runoff from earlier rainfall. Low-water crossings are inundated with water and may not be passable. * ADDITIONAL DETAILS... - At 729 AM AST, USGS gauge indicated that Rio Blanco reached minor flooding stage. Flooding is ongoing or expected to begin shortly in the warned area. Between 1 and 2 inches of rain have fallen. - Usually, when Rio Blanco reaches 7 feet, flooding can occur along low lying areas in roads PR-191 and PR-31, including the exit toward the highway may be flooded as well.
Instruction: 
Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles.
