Westerly wind gusts to 45 mph for Whittier. * WHERE...Seward and vicinity, and Whittier. * WHEN...Until noon AKST today. * IMPACTS...The cold wind chills as low as 15 below zero could result in frostbite and hypothermia if precautions are not taken. * ADDITIONAL DETAILS...Wind chills will likely moderate beginning this afternoon as winds slowly diminish and warmer air and clouds move in.
