* WHAT...Very cold wind chills as low as 15 below zero. * WHERE...Seward and vicinity, and Whittier. * WHEN...Until noon AKST Wednesday. * IMPACTS...The cold wind chills as low as 15 below zero could result in frostbite and hypothermia if precautions are not taken. * ADDITIONAL DETAILS...Clear skies, lingering cold air, and gusty gap winds will lead to one more night of frigid wind chills. Wind chills will very likely warm by by tomorrow afternoon as winds diminish and warmer air and clouds move in.
Instruction: 
Use caution while traveling outside. Wear appropriate clothing, a hat, and gloves.
