* WHAT...Very cold wind chills as low as 15 to 20 below zero expected. * WHERE...Seward and vicinity, Whittier, and Valdez. * WHEN...From 9 PM this evening to 11 AM AKST Monday. * IMPACTS...The cold wind chills as low as 15 to 20 below zero could result in frostbite and hypothermia if precautions are not taken. * ADDITIONAL DETAILS...Winds will strengthen once again tonight through Monday morning, leading to falling wind chills through the night. Winds will gradually diminish during the day Monday.
Instruction: 
Use caution while traveling outside. Wear appropriate clothing, a hat, and gloves.
